It is with immense sadness that I inform of the passing of Honorary Chief Superintendent Terry Harkins.
Terry had a very successful and lengthy career in the field of education, retiring as Superintendent of Education with the Renfrew County Board of Education in 1995.
He was also a great supporter of the Ontario Provincial Police (OPP). Terry will be remembered by many OPP members who had the pleasure of working with him during his 36 years of volunteer service with our Auxiliary Program. Terry was instrumental in establishing the Auxiliary Program province-wide, for which he received a Commissioner’s Citation, and became the Program’s first Executive Director. Due to his ongoing dedication and service to the OPP and the Auxiliary Program, he was one of very few promoted within the Honorary Commissioned Officer ranks.
Honorary Chief Superintendent Harkins was the father of Detective Inspector C.W. (Chris) Harkins of the Organized Crime and Enforcement Bureau; grandfather of Provincial Constable M.W. (Matthew) Leach of the Haliburton Highlands Detachment; and uncle of both Sergeant J.J. (Jeff) Arnold of the East Region Emergency Response Team and Detective Constable J.S. (Jennifer) Shaw of the Napanee Detachment.
A funeral service is to be held at 11 a.m. on Saturday, November 8, 2014, in Pembroke, Ontario. Further details to follow.
