Please be advised that First Vice President Truax and I recently met with Commissioner Lewis and Provincial Commander Silverthorn, and the Commissioner provided us with a letter which indicated that he had reconsidered his position on amending the requirements for CO’s to receive the Plain Clothes Allowance, and was maintaining the status quo. On behalf of the COA Executive, we wish to thank the Commissioner for listening to our concerns in relation to the proposal and deciding to leave the process in place as is.

RE: Clothing Allowance
The COA Executive recently requested to meet with Commissioner Lewis regarding the Plain Clothes Allowance eligibility for Commissioned Officers. There had been a series of meetings since the announcement in early 2013 regarding a proposal to change eligibility requirements from the current criteria.
Commissioner Lewis advised the COA that he has reconsidered his previous position in relation to the Plain Clothes Allowance eligibility, and he has decided to maintain the status quo for this benefit.
The Commissioner’s position as stated in his correspondence of March 14th, 2013 was to revert to the eligibility standards as contained within Police Orders. The Commissioner agreed to meet on several occasions and heard the concerns expressed by the COA, and has determined that the eligibility requirements for Commissioned Officers will remain unchanged at this time. To that end, the following documents will remain in effect:
-Management Board of Cabinet Compensation Directive, February 23, 2010, letter from Mr. David Logan, Assistant Deputy Minister, Employee Relations Division, HR Ontario, Ministry of Government Services, regarding dry cleaning expenses
-September 26, 2006, letter signed by OPP Commissioner Gwen Boniface, and
-Police Orders
In brief – all Commissioned Officers are eligible for the $1250.00 per year allowance, upon tendering of appropriate receipts for expenses, and the clothing allowance subject to the terms of the three documents stated above.
The COA Executive wishes to thank Commissioner Lewis for his flexibility in dealing with this matter, and hearing the concerns as expressed by the COA Executive.
